Hi
I have had my lucky bamboo for just over 4 years but over the past month its leaves have turned yellow. Its a 3 tier arrangement stood in water and I don't really want to break it up.
Can I cut the roots down? Can I cut off the leaves and start again or would it be better to break the arrangement?

Disassembling the arrangement is the first, necessary step! Lucky Bamboos do much better, if they are not “wired”.
Cutting the roots is not a good idea!
Many roots are good for the plant and will force the growing! You can cut off the yellow thrives and if the stalks are healthy, they will build new thrives very certain.
Potting them in soil or hydroponics can be very helpfully. Fertilizing (with a low dose) is also recommended, if you held your Bamboos only with water for four years.
