I've got three new shoots coming up from the bottom - does this normally happen? Does anyone know if I should transplant? Or just leave well enough alone?

This is a perfectly normal occurance. There is no need to repot your plant it is totally fine. I did notice you have a bit of a calcium ring going on your plants though. you can clean that off by a gentle scrub with water. I have that same effect going on my plant as well, i live in Calgary, and we have the same hard water you have.
